This windowpane cannot be closed and I do not know what to do. Does anyone know the cause of this problem?
On my hot Dell Dimension E521 when I boot it up a fanlight open that say toolbar EULA at the top.?
The problem beside the Dell and the toolbar Eula, which is Google's, is that it pops-up immediately after booting, while the Intel-Proset WiFi service hasn't connected to the web yet. That explains why you go and get a blank page-not-found.
The irritating thing going on for this it can't be solved without uninstalling the Google toolbar for Internet Explorer, which you will find contained by the Control Panel > Add/Remove Software. In case you want to hang on to using the Google toolbar, download it again from toolbar.google.com. After you've installed it the Eula will come up again, now while you're connected to the web and you can agree on it, after which it won't bother you again.
You need to be in motion to Control Panel, under Add/Remove programs, check lower than the name Eula, and delete it, it can be spyware to be precise preventing you from being competent to use your new computer, here is what I come up with contained by a search:

IF adjectives else fails disable this surrounded by startup...
Click Start, Run, type msconfig, then startup consequently uncheck the box for that...then that message won't come up during bootup anymore.
