yes, right click the folder and select sharing and shelter. then, purely check 'make folder private.'

yes if you make it a compressed closure folder you can add a password
Not that I am aware of, however, you can set up a user explanation from control panel and it is password protected.
The most reliable way is to if truth be told encrypt your data. There are a quantity of free encryption programs which can securely lock your files, or even an external device- compact disc, USB, external HDD. I recommend TrueCrypt, available at www.truecrypt.org. It's free and works well.
